Thundering Typhoons - Parliamentary Debate
Speakers in the firing line, jousting, thrusting, and parrying, all for the noble cause of defending a topic that they were only just given. If you are brave enough to step forward, then grab a partner and wallow in your opponents’ misery as you crush them with arguments, logic, and wit.

Registration: On the spot during Mood Indigo ’08. The competition is open only to college students with a valid college I-card.
Team Size: 2
The Debates will follow a 4-stage pattern.
Stage 1: The One with the Group Discussion
Each group discussion will consist of 6 teams grouped together. A topic for GD will be provided impromptu with 2 minutes for preparation.
Duration: 25 to 40 minutes depending on the discretion of the judge.
• In addition, a moderator will be present to regulate the proceedings of the House.
• The teams will be given 5 minutes to prepare on the topic after GD commences.
• The teams are expected to raise their hands in order to be allowed to speak. The moderator can interject any team and allow any other team to speak at a given time as per his discretion.
Stage 2: The One with the Auctions
32 teams will be selected for this round. These will be further sub-divided into 4 groups of 8 teams each. In each group, topics of debate will be auctioned off with teams volunteering themselves to debate on a particular topic. Order of speeches:
1. Government prime minister(4 minutes) | Opposition leader (4 minutes)
2. Government deputy prime minister (3 minutes) | Opposition deputy (3 minutes)
3. Questions from the audience to the government(4 minutes) | Questions from the audience to the opposition (4 minutes)
Any of the remaining 7 teams can ask questions to the government. Any speaker from the government can chose to answer.
4. Closing speech by opposition (2 minutes) | Closing speech by government (2 minutes)
Stage 3: The One with the Semi Finals
Stage 3 will see 8 teams qualify and at a time, two teams will debate against one another. The winner of each match-up will qualify for the finals.
Teams will be given 20 minutes for preparation.
Each team will have 4 speeches: 2 introductory/substantiating speeches, 1 rebuttal speech, and 1 concluding speech.
Teams will be judged on matter, manner and method. Topics will be open-ended. (For example- “The house proposes to go green”)

Stage 4: The One with the Top Four Teams
Four teams from Round 3 qualify for the finale. The topic will be related to a certain theme which will be declared a day before the finals. Preparatory material will be given. The exact topic will be declared half-an-hour prior to the commencement of the finals.
Format:
The debate will consist of four teams of two persons, a chairperson and an adjudicator or panel of adjudicators.

• Obscenity of any kind is not allowed and will lead to immediate disqualification.
• The decision of the judges will be final and binding.
Judging Criteria:
Matter – the logical reasoning and content presented by the team
Manner – presentation and delivery of style of speaking of the speakers
Method – structure and organization of speeches made by the speakers as well the overall organization of structure of a team.
